Theresa L. Keyes is an experienced commercial litigator and counselor who represents a diverse client base in a variety of judicial proceedings, business dealings, and government investigations.  Before launching Keyes Legal in 2016, Theresa was a partner for over 10 years at the international law firm, K&L Gates. 

 

Ms. Keyes provides litigation and counseling services for clients involved in established on-reservation tribal businesses, as well as those seeking to partner in projects related to tribal economic development.  She has represented tribes, as well as tribally-licensed entities, and off-reservation businesses working within Indian country.

 

Ms. Keyes also provides general corporate advice to businesses associated with commercial and management contracts involving tribes, trust property, collateral, and other financing endeavors.  She also advises clients on matters involving the emerging legal issues around i-Gaming and represents Indian-owned businesses conducting business off-reservation into a myriad of commercial markets.

 

Ms. Keyes has litigated federal and state taxation and regulatory disputes involving the manufacture, distribution, and sale of goods and services both on and off-reservation.  These cases typically involve the complex interplay between treaty rights, state compacts, and tribal court jurisdiction.

 

Ms. Keyes also has significant experience in litigating disputes involving the Washington Public Records Act, the California Public Records Act, the California Information Practices Act, and the Nevada Public Records Act.

 

Finally, Ms. Keyes has assisted clients with state and federal investigations, including multi-state investigations involving the National Association of Attorneys General, and enforcement actions by the Federal Trade Commission pursuant to Section 5 of the Federal Trade Commision Act.
